nora is the official emergency call app of the German federal states.

This app lets you contact the police, fire brigade and rescue service quickly and easily in an emergency. Anywhere in Germany.

nora uses the geolocation function of your mobile device to communicate your exact location to the responsible emergency control centre. This enables responders to find you more easily, even if you don’t know exactly where you are.

This app also lets you send emergency calls without having to speak. This enables persons with limited speech and hearing capabilities to directly contact the police, fire brigade and rescue service emergency control centres.


nora is currently not available in the app stores.

The availability of the emergency call app nora, which has been offered since September 2021, is temporarily suspended in the app stores.

This was announced by the responsible Business and Coordination Office Emergency App System, located in the Ministry of the Interior of the State of North Rhine-Westphalia.

The reason for this are new organisational requirements that make a technical revision necessary. After the implementation of these requirements, nora will be fully available again. Information on the availability of the emergency call app in the stores will be provided after completion of the development work.

With the temporary suspension of the download, a new registration is not possible either. However, registered users can still send emergency calls via already installed apps. 

Citizens who have not yet registered for nora are asked to make emergency calls via 110 or 112 or the free-of-charge Tess Relay Services


The emergency call app nora is an additional way to reach police, fire brigade and rescue services without a voice call. 

All other contact channels remain available.

You can still use the emergency numbers 110 (police) and 112 (fire brigade/rescue service) for a voice emergency call or emergency fax.

You can also still use the German sign language interpreting service of Tess Relay services when calling the emergency numbers 110 and 112.

  1. Download nora in the Google Play Store or Apple App Store. 
  2. Register by entering a mobile phone number and your name. 
  3. If you wish, you can store personal data in order to be optimally prepared in the event of an emergency. 
  4. In an emergency, you can send a call with just a few steps.

You can test sending an emergency call using nora from start to finish easily in demo mode. This emulates all the steps of an actual emergency call – except that it does not connect you with the emergency control centre.
